Max. WANGER and RuSSinov

Okay, tell me what to do here guys.

As you may have seen Max was already warned by me to respect the server rule "english on the servers", in the "ban notes" topic At that time WANGER was there too and I explained to both that we encourage English on the servers so players can work together. Both said they understood and promised to stick to the rule.

A complication is RuSSinov (I am not even talking about the SS in his name because it could mean Sabre Squadron) because he speaks 0 English as you may have read in his forum post. So I explained to WANGER that I can understand that sometimes something needs to be said in Russian for him to understand.

This person WANGER is turning out more and more to be a hypocrite. He is very friendly when he knows he is playing with an admin but if he thinks he is safe he will speak Russian (with other non-russian players on the server) and if you join under a nickname he will ask you always if you are an admin, because he knows damn well he is breaking the rules. When he felt safe he also reconnected to Realism server (I had already explained the rules to him) and did a majority restart vote with I think RuSSinov when I had already almost finished the map and without asking me. As a side note, he is aspiring to become a =RpR= member but at this stage there is no way in my book. He is the kind of player who smiles in your face and stabs you in the back. He also has millions of questions about the game (he is new to the game) and I have already told him at least 3-4 times to register on the forum so we can support him there. He just won't do it, he insists on asking these questions to everybody during the games.

You all know how I feel about Max. Today he, WANGER and RuSSinov were only talking Russian, map after map after map. As an "icognito player" I asked a few times to stop that but they didn't. Later also with DG and VM and a Polish player they kept speaking Russian. And their talk was not about tactics or the game, they were talking about telecom, who the RpR admins are, about Russian and German weapons, Stalin and so on.

So for me two rules are broken:

1:No Spam (even if they didn't spam voice commands, that small talk is very distracting)
2:Spoken language is english (if they are only together on a server I of course don't care)

So what do you think?

-should we ban Max again (this time permanent)?
-should WANGER be given a temporary ban?
-should we ask RuSSinov to change his name or remove the capital SS's? (it would mean we have to ask other players too, more have a double capital SS in or behind their name - again arguably they simply mean Sabre Squadron.
( I don't think it would be fair to ban him for not speaking English if he can't speak it, but I think he should make an effort to learn, would even be in his own best interest.)
-or should we do something else or nothing?

Well, RuSSinov is 12 and I am not sure how much English is taught in Russia in schools, especially at that age. I can forgive him. Max and WANGER are a different story.

Permanent bans

So, Max and he's friends are Stalin's fanatics (typical communists). Like said Jo, WANGER are good player if play with admin. But ask about a thousand things... Today i played with him, and he spoke in russian language... I palyed with my RpR nickname... For me - Max - permentaly ban. WANGER - time ban, Russinov - ??? He is 12 and socialist ... I don't know what we should do with him
