If you allow this in coop but not in PVP games it is likely players will use it anyway.

I will comment on this situation. Yes, the use of hidden characters in my opinion is not good .. however, this is not quite cheating and now I will tell you why.
Let's start with how I and Ilya learned about hidden characters.
It was the summer of 2016 when we began to actively study the game files with him .. then I started looking for instructions and programs for editing missions and other things we downloaded all that was in the section "editing-tutorial" in the rpr files and examining them stumbled upon the hex designation of characters among which were those hidden.
Yes, these characters are not available by default. However, their characteristics are those that the game developers gave them because we assume their use is not as critical as the same use of the tables files because it is impossible to change them for yourself if you are not the owner of the server .. yes, any changes in the characters will work only in a single game or when you are the "host" server.

Simply question. We're going to be clan of scammers? It's scam, normally you can't use it. Of course all of this characters belongs to game, but often as NPC like Schumann, Pilot, Agent Schelter ect... It's just my few words about this discussion, you will do what do you think is right.

I've already said, for me it's not a big deal if someone uses these characters
in our private plays, but let's keep it clean on all public servers. I would say a
warning, kick and finally a temporary ban(3 days) would be agreeable.
If someone really likes the face/look of a non-player character then you can
change it on your machine only. For example the Vietcong mod which has 4
characters imported to H&D2. I used this years back, but the faces appeared
only on my screen. I think the mod is still on moddb.com, but I couldn't find
it again
