I think the player is russian and does not understand english.

I saw this guy today on the servers. I tried to talk to him, apparently he don't understand english. He team killing too, he has a dynamic IP (US today).

Shay, if you need help with RSC, we can meet on TS and I will explain you this 
Pat, he can use program to changing IP, because if you have dynamic IP you can't change your provider from russia to US. It's something like proxy in browser, easy to change with specific program.
