yep.
everybody knows that this game is full of bugs and moddable.
Also you can look into the Serverlog, look to the time the server crashed and you see who connected to this time...

We already have him banned several times. He connects, ticks the Unbanned reason and
then he can connect.

The main problem is why RSC crashes the Server Manager every time we run it(lately)?

maybe he connect later with a proxy server...?
RSC doesnt crash hd2 servers... i think this guy will crash your server with bugs in a few seconds before banmessage comes
